The way the development world works is that all the final public/private drainage, vehicle crossing and the driveways are done at the end of the project when the building has been completed. The way I have done Alfred st is completed all the Engineering first to get the COA, EACC, the water meters and be ready for 224c.
Pro: Get water meters quicker and ready for 224c lodgement – $60k and 4 months of hold costs avoided at the end of the project. Tidy site for all the subcontractors.
Con: The risk of doing this includes damaged or cracked driveways – max $1-$15k damage
For me the Pro outweighs the Cons in the cost risk matrix.
